Fortunately, she was able to ask a Spanish tourism researcher friend (Antonio Paolo Russo) for more clarification, because it is not all that clear-cut (the waterbed effect, for example!).
Enforcement is another tricky issue, as is turning the mobility knobs (more) to limit the inflow. Changing our mindset as tourists was also addressed (see: minute 15.50).
